Un sistema que insta a los gobiernos a aprovechar periodos de crisis econ\u00f3micas, guerras, desastres naturales, ataques terroristas y epidemias, para saquear los intereses p\u00fablicos y llevar a cabo todo tipo de reformas en favor del libre mercado.
